Add quantized versions of the models

The website README asks that we not rely on the website-hosted files, and instead, to refer to the corresponding repos here, at Hugging Face, but AFAICT the quantized version of the Whisper models are not in this repo, and are only available from https://ggml.ggerganov.com/
