We have no clue, best guess is that the licensing was more restrictive than they were allowed but that has 0 evidence and also seems odd to just remove it entirely for that

Breach of the the original Llama3 license it seems. Salesforce wasn't allowed to change the license and they did, which the Llama3 license does not allow.
