Is this model compatible only with Linux?

I am using Windows 11 and Python 3.9, but when I try to install the balacoon-tts library, I get the following error:
Defaulting to user installation because normal site-packages is not writeable
Looking in indexes: https://pypi.fury.io/balacoon/, https://pypi.org/simple/
ERROR: Could not find a version that satisfies the requirement balacoon-tts==0.1.3 (from versions: none)
ERROR: No matching distribution found for balacoon-tts==0.1.3
