Add VAE configuration file

This allows the checkpoint to be used directly via diffusers' AutoencoderKL.from_pretrained() API.
Otherwise, users would need to instantiate with the original sdxl-vae checkpoint and manually load in this checkpoint via load_state_dict().
LGTM, only question is about "_diffusers_version": "0.18.0.dev0", where does this come from? In the HF checkpoint it specify 0.20.0.dev
