The base model seems to be different, but some issues with regard to training/dataset are supposedly fixed in 1.3 (https://migel.substack.com/p/learnings-from-training-tess)
Since Migtissera stated he will take a break from finetuning for a while, I think it might be worthwile to quantize the 1.3 version.
