This is a LoRA designed to achieve the Victorian Anime aesthetic, not unlike what ChromedSets posted on Twitter. Though versions 1.0 and 2.0 are said to be overfit, there's still value to be had. This LoRA was trained on Counterfeit 2.5, but try using it on whichever model you prefer.
