The model is able to generate National Socialism symbols which would cause super bad and dangerous consequences, the model author claimed he has used concept editing method but in reality this model has literally no filters at all. This model must be stopped from downloading and spreading, otherwise more severe consequences would be caused.
All stable diffusion models can do this, please chill your ass.

Well, it also stems from the japanese obsession with this, a lot of ANIME has this in it xD and if you train on anime, this is going to come in - the Laion5b dataset likely has this in it - because it's history.
