Any way to apply this fine-tune over base model without re-downloading the whole thing?

I got the base model and was wondering if it is possible to apply this finetune over the base weights? It is quite a big model, and if we want to test a few fine-tunes and with different quants then it gets problematic very quickly...
No. All weights of this model are different than the base.
