Say Community Specification License 1.0 for the spec
Browse filesThe specification moved off CC BY 4.0 on 2026-08-29 because CC BY grants no
patent rights. This repo was missed in that sweep and was caught by the new
retired-claims check in scripts/check-consistency.sh.

**PRML** (Pre-Registered ML Manifest) is an open specification (Community Specification License 1.0) for committing ML evaluation claims to a SHA-256 hash *before* the experiment runs. Nine YAML fields hashed over canonical bytes — the hash is the receipt that the threshold direction was fixed before the data arrived.
