Upload safetensors versions of two ESRGAN checkpoints

This commit uploads the '4x_foolhardy_Remacri.safetensors' and '4x_Nickelback_70000G.safetensors' files. These are the safetensor equivalents of older ESRGAN checkpoints previously available in the potentially risky .pth format. The original versions of these checkpoints can be found at https://openmodeldb.info/
