<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 1020</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230329">March 29, 2023</action-date><action-desc><sponsor name-id="S394">Ms. Smith</sponsor> (for herself and <cosponsor name-id="S153">Mr. Grassley</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Administrator of the Economic Research Service to conduct research on consolidation and concentration in the livestock industry, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Livestock Consolidation Research Act of 2023</short-title></quote>.</text></section><section id="id24f216f14dea4a6e91bd92cbdc37d6e9"><enum>2.</enum><header>Livestock consolidation research</header><subsection id="id436043ed216b4f91878126d0e340f985"><enum>(a)</enum><header>In general</header><text>Not later than 1 year after the date on which each latest Census of Agriculture is made publicly available, the Administrator of the Economic Research Service shall publish a report on consolidation and concentration in the livestock industry, including—</text><paragraph commented="no" display-inline="no-display-inline" id="id4b8cca03acf64490a4260f021e9167ff"><enum>(1)</enum><text display-inline="yes-display-inline">changes in the size and location of ranches, farms, processing facilities, and packers throughout the United States; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbb814b6242b14c9fafd15c2a74aa31b5"><enum>(2)</enum><text>the impact of the changes described in paragraph (1) on farmers, ranchers, and downstream consumers, including—</text><subparagraph commented="no" display-inline="no-display-inline" id="id50dc7b03752e42daa47f607e60389e1c"><enum>(A)</enum><text>financial impacts;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id25a529010e45424bbe9cd730c5fe85f0"><enum>(B)</enum><text>market entry impacts; </text></subparagraph><subparagraph id="id649bd4f35dd24b9688bcdf20f6cfee1a"><enum>(C)</enum><text>access to resources and inputs, including processing facilities; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6adefa6389dc42438b381f2a51b80f32"><enum>(D)</enum><text>dietary impacts.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idf1c74d3536a041e3ac941b98e814d2b9"><enum>(b)</enum><header>Sources of information</header><text>In preparing a report under subsection (a), the Administrator of the Economic Research Service shall draw on data available to the Secretary of Agriculture, including the Census of Agriculture, inspection records of the Food Safety and Inspection Service, and the packing plant data of the Packers and Stockyards Division of the Agricultural Marketing Service.</text></subsection><subsection id="ide866b355e98f4c27bad6e6d4d919648d"><enum>(c)</enum><header>Report organization</header><text>The report under subsection (a) shall separate information on beef cattle by cow-calf and fed cattle operations.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id95dc204cd7264e0f8bc9125ca4ec2406"><enum>(d)</enum><header>Confidentiality</header><text>A report published under subsection (a) shall not contain any confidential business information.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id9c2b35005e024849a2e2ae37f1ad5c39"><enum>(e)</enum><header>Definition of livestock</header><text>In this section, the term <quote>livestock</quote> includes beef, dairy, pork, and poultry production (including broilers, eggs, and turkeys).</text></subsection></section></legis-body></bill> |
