which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the West Los Angeles Leasing Act of 2016 to authorize the use of certain funds received pursuant to leases entered into under such Act, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H4252F4A517BC44BA8785BA717AC76E94"><section section-type="section-one" id="HF3422D6DFC6D4ADEBCDACD9DD3AFD097"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>West Los Angeles VA Campus Improvement Act of 2021</short-title></quote>. </text></section><section id="HBA21EEDCE3174EB683731AEEEFF1F796"><enum>2.</enum><header>Treatment of land use revenues under West Los Angeles Leasing Act of 2016</header><subsection id="HEF5E3EFD15374354A40BE3AB14927922"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (d) of section 2 of the West Los Angeles Leasing Act of 2016 (<external-xref legal-doc="public-law" parsable-cite="pl/114/226">Public Law 114–226</external-xref>; 130 Stat. 927) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HDF4E51F2EEDE483E935A95A8EA2CC2E0"><subsection id="H350CAC9F9ACF47F9B2B71C930725E179"><enum>(d)</enum><header>Land use revenues at the campus</header><paragraph id="H9D85B172179C4AC98F0A4A3D2D974D7A"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Any land use revenues received by the Secretary shall be credited to the applicable Department medical facilities accounts or minor construction accounts and shall be available, without fiscal year limitation and without further appropriation, exclusively for any of the following:</text><subparagraph id="H6AEF96501AD945E89F9DE066821A6D07"><enum>(A)</enum><text display-inline="yes-display-inline">Supporting construction, maintenance, and services at the Campus relating to temporary or permanent supportive housing for homeless or at-risk veterans and their families.</text></subparagraph><subparagraph id="H1F46E594996C4EE1949F64093109EDE9"><enum>(B)</enum><text>Renovating and maintaining the land and facilities at the Campus.</text></subparagraph><subparagraph id="H434C7BDF2B13489EB528EC8839C96AA9"><enum>(C)</enum><text display-inline="yes-display-inline">Carrying out minor construction projects at the Campus.</text></subparagraph><subparagraph commented="no" id="H3A2E3474B09B4BB88DE999BD39981E4A"><enum>(D)</enum><text display-inline="yes-display-inline">Carrying out community operations at the Campus that support the development of emergency shelter or supportive housing for homeless or at-risk veterans and their families.</text></subparagraph></paragraph><paragraph id="HE59DF0A3CD9849DF94CF3ED25E93A880"><enum>(2)</enum><header>Land use revenue defined</header><text display-inline="yes-display-inline">In this subsection, the term <term>land use revenue</term> means—</text><subparagraph id="H29D67639C1D44CC78AA16381BE47526E"><enum>(A)</enum><text>any funds received by the Secretary under a lease described in subsection (b);</text></subparagraph><subparagraph id="H92900E0F692D46EDACC3F32C16E7F340"><enum>(B)</enum><text>any funds received as compensation for an easement described in subsection (e); and</text></subparagraph><subparagraph id="HE43ED3AA2AF846B29297223D307414AF"><enum>(C)</enum><text>any funds received as proceeds from any assets seized or forfeited, and any restitution paid, in connection with any third-party land use at the Campus.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HC78A1C6FC39840ECA19CF279031DD382"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall apply with respect to funds received by the Secretary of Veterans Affairs after the date of the enactment of the West Los Angeles Leasing Act of 2016 (<external-xref legal-doc="public-law" parsable-cite="pl/114/226">Public Law 114–226</external-xref>; 130 Stat. 927).</text></subsection></section><section id="H50B5B4CD7EB14C4C88D6BB3D862007C1"><enum>3.</enum><header>Modification to enhanced use leases at the Department of Veterans Affairs West Los Angeles Campus</header><text display-inline="no-display-inline">Paragraph (1) of section 2(b) of the West Los Angeles Leasing Act of 2016 (<external-xref legal-doc="public-law" parsable-cite="pl/114/226">Public Law 114–226</external-xref>; 130 Stat. 927), is amended by adding at the end the following new sentence: <quote>Notwithstanding section 8162(b)(2) of such title, the term of such an enhanced-use lease at the Campus may not exceed 99 years.</quote>.</text></section></legis-body></bill>
